Attention getters are rhetorical, stylistic and strategic elements helping to keep or re-gain the attention of the audience. Hence they might be needed in different situations; in the beginning, in between, after a long theoretical part, just before the end to ensure that your audience will remember your key message. But as it is so often the case one needs the right dose to spice up your presentation, speech etc. It is like using spices when cooking: too much spoils the meal, too little makes it appear boring.
